Radio Repeater Operation

That would be an alternative to using radio 900mhz? The application would allow a ground operation of the airport.?
We currently using 900 MHz radios with a repeater site off. We believe that the system is excessive and not optimal for us. The biggest problem is the learning curve we lack the industry expertise and know-how radio. Our current suppliers are unreliable because the solution would inevitably lead to less profit for them. We are looking for a suggestion impartial. Thank you!
